"Nothing in this Article shall be construed as preventing the enactment of laws by the Legislature of the Colony regarding the making and execution of such grants and dispositions."

To all to whom these Presents shall come, Greeting! Whereas by Letters Patent under the Great Seal dated the four- teenth day of February, 1917, (hereinafter called "the Letters Patent of 1917"), as amended by Letters Patent dated the thirtieth day of April, 1938, and the twenty-ninth day of June, 1939, the Office of Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies is constituted, and provision is made for the Government thereof:
And Whereas We are minded to amend the Letters Patent of 1917 in manner hereinafter appearing :
Now KNOW YE that We do hereby declare Our will and pleasure as follows:-
1. These Letters Patent shall come into operation on a mencement. date to be fixed by the Governor by Proclamation in the Hong
Kong Government Gazette.
